Suppose you have to catch a train leaving at 6.30 pm today and you reach the station at 6.20 pm.

There are 10 counters, but each one has queue of 30 metre length. There is no way you are going to get to the counter in 10 minutes.

Why not a dedicated counter for the train leaving next?

Yes, it means in one of the counters they sell tickets only for the train leaving next and not any ticket as in the other counters.
